Planner's Carbon Tool - Carbon Map (Hiilikartta)

Climate change mitigation and related low-carbon goals have become central themes in land use planning, as planning is the foundation of future land use solutions. Over time, the effects of the decisions and solutions made in planning are very significant.

The main goal of the Hiilikartta project is to support municipalities and regional councils in the assessment of the climate impacts of planning as required by law. The project produces a GIS-based web tool for evaluating carbon storage and sink effects caused by different forms of land use. The tool calculates the difference between the current state of the area and the effects caused by the proposed plan, and it can be used to compare different planning options. Refined and modeled datasets are created from existing data, which can be used in planning and other activities related to land use. The modeled datasets can also be used in other carbon footprint reducing, assessment and planning tools and research activities. The tool developed in the project - Hiilikartta - uses those datasets.

Planners’ needs are the starting point of the project, and the work is done using joint development methods with municipalities and regions, as well as planning networks. The goal of the project is to get the web tool into widespread use in municipalities, regional councils and companies. The project is implemented in cooperation by the Finnish Environment Institute, Natural Resources Institute Finland (Luke) and Avoin ry. The project will end at the end of 2023.
