Description
The Purpose of the project was to establish the necessary capacity within the Ministry of Environment and Urbanisation (MoEU) to transpose and implement the National Emission Ceilings (NEC) Directive (2001/81/EC) in Turkey. The project strengthened the institutional capacity to transpose the NEC Directive, to prepare inventories and projections and to develop national strategies for reducing emissions.
Main results:
- National Air Emissions Inventory for the NEC pollutants covering emissions from 1990 to 2011 together with the Informative Inventory Report (IIR);
- Draft legislation for the transposition of the NECD;
- Establishment of Air Emission National Coordination Board (CoBoard);
- Draft By-law on roles and responsibilities of institutions involved in the process;
- Strategic Action Plan (SAP) towards meeting emissions ceilings once negotiated with the EU;
- Emissions Abatement Roadmaps by sectors (EARM) proposing sector specific policies and measures to reduce air emissions
The improvements in capacity were made visible during the submission of the Air emission inventory in 2012 and 2013 under the Convention of Long-Range Transboundary Air Pollution (LRTAP). The Turkish experts needed less support for their submission than earlire. This was also internationally recognised, and awarded by the Task Force on Emission Inventories and Projections (TFEIP) under the UNECE Convention on LRTAP in May 2013.
